Feasibility Assessments for Comparative Evidence Generation: Building on the Cope et al. (2014) Framework in the Era of EU JCA
Feasibility assessments in the era of EU JCA: new ISPOR 2026 poster extends the Cope et al. framework
Network meta-analyses and population-adjusted indirect comparisons are key tools in HTA – but their validity depends on a structured feasibility assessment. The widely used Cope et al. (2014) framework was designed for NMAs of randomized evidence, before MAIC, STC, ML-NMR, RWE and the EU Joint Clinical Assessment changed the landscape.
Based on a targeted review of HTA guidance, the GIPAM team identified five domains where current requirements go beyond Cope et al.: scope (multiple PICOs), endpoints and estimands, the evidence base (including single-arm trials, external comparator arms and RWE), treatment effect modifiers and prognostic variables, and ITC method selection when NMA is infeasible. The resulting expanded framework offers a pre-defined, repeatable process for multi-PICO JCA dossiers, with KOL input integrated throughout.
